Fintel and China's Windey sign strategic partnership – institutional support for Serbian energy investments

Hamburg, 22 September 2026 – During WindEnergy Hamburg, Fintel Energia Group signed a Strategic Partnership Agreement with Windey Energy Technology Group, one of China's leading state-owned and publicly listed wind turbine manufacturers and energy investor.
“I believe this is particularly significant news for Serbia, not only because of the scale of the investments contemplated under the agreement, but above all because of the institutional and diplomatic commitments undertaken by our Chinese partner.” The agreement establishes Windey's direct equity investments in Fintel's Serbian project pipeline, either independently or alongside other major Chinese institutional investors identified by Windey and approved by Fintel. The cooperation will focus on 854 MW Maestrale Ring wind project and extends to other projects in Fintel's portfolio, including approximately 110 MW of wind capacity currently under construction (Kosava phase 2, phase 3, Kula etc.) and extends to joint investments in the field of modular AI data centers to be installed in the vicinity of Fintel's substations. The core of the agreement, however, is Windey's binding commitment to provide institutional and governmental support, including engagement through Chinese diplomatic channels, to help accelerate Fintel's projects licensing processes. Given China's privileged institutional relationship with Serbia and the high-level governmental channels supporting major Chinese investments in the country, Windey's involvement is now particularly significant in overcoming the administrative obstacles currently delaying Fintel's projects. |
